APPROVAL OF MINUTES:  May 1, 2012 minutes - Motion by Magistrate Welch and seconded by Magistrate Beshears to approve the May 1, 2012 minutes.  Motion carried.   

REPORT OF COUNTY ATTORNEY:  County Attorney stated the Kentucky “Click it or Ticket it” Campaign will start before the next fiscal court meeting.  

REPORT OF COUNTY CLERK:   Nothing to report.

REPORT OF SHERIFF:  Nothing to report.

REPORT OF JAILER:  A) Jailer Blue requested the Court to approve a change to the Jail’s Policy and Procedure Manual  stating all sworn deputies be trained to carry a firearm while on duty by a certified firearms instructor.  Motion to approve the change and adopt the Jail's policy and procedure by Magistrate Welch and seconded by Magistrate Groves.  Motion carried.  

B)  Approval to Surplus (4) Glock Generation 3 to Glock Generation 4.  Motion to approve by Magistrate Groves and seconded by Magistrate Toney.  Motion carried.

REPORT OF TREASURER:  A) Transfers – Motion to approve Transfers by Magistrate Larry Wilson and seconded by Magistrate Groves.  Motion carried.

B) Payment of Claims - General Fund in the amount of $65101.84; Road Fund $140344.69; Jail Fund $85415.48; LGEA $31348.74; Total $322210.75.  Motion to approve Payment of Claims by Magistrate Larry Wilson and seconded by Magistrate Beshears.   Motion carried.

C) Treasurer’s Report – Motion to approve the Treasurer’s Report by Magistrate Welch and seconded by Magistrate Maurice Wilson.  Motion carried.

D)  Second Reading of Ordinance 2012-05 – Amendment to the Annual Budget

E) First Reading of Ordinance 2012-06 – Budget for 2012-2013 Fiscal Year.   Motion to approve by Magistrate Larry Wilson and seconded by Magistrate Welch.  

Discussion by Magistrate Roberts who stated that the budget is a disappointment because it does not offer an insurance premium tax cut and does not feel that one budget committee meeting is enough time to discuss the budget.

Further Discussion: Magistrate Welch stated that the budget could not be cut to meet all the needs of the County.  

Magistrate Toney stated that there should be more budget committee meetings.  


Department Reports: None

Report of Magistrates/Committee:  Magistrate Maurice Wilson stated the New Projects Committee had met about the Website and the new website is up and running.   Magistrate Roberts introduced Marion Miller with Complete Marketing Resources as the business that designed the new website and thanked Kim Blue, Jared Fuller and Magistrate Charlie Beshears for all the hard work on the website.   

Transportation Committee met and approximately $600,000.00 of paving will be done on county roads.  

Recreation, building and grounds committee met and will meet again on June 5 to discuss proposals for Animal Shelter.  

Solid Waste Committee met and will meet again on June 5 to discuss the five year plan.  

Old Business:  None

NEW BUSINESS:  A)  Resolution 2012-16 – Resolution adopting and approving the execution of a Rural Secondary Program Agreement between the Fiscal Court and the Commonwealth of Kentucky, Transportation Cabinet, Department of Rural and Municipal Aid, and accepting all roads and streets, referred to therein as being a part of the County Road System.  (CRA Coop Contract between KYTC and Hopkins County $986,764.00) Motion to approve Resolution 2012-16 by Magistrate Groves and seconded by Magistrate Beshears.  Motion carried.

B)  Resolution 2012-17 – Resolution adopting and approving the execution of a Rural Secondary Program Agreement between the Fiscal Court and the Commonwealth of Kentucky, Transportation Cabinet, Department of Rural and Municipal Aid for the fiscal year beginning July 1, 2012 as provided in the Kentucky revised Statues and accepting all roads and streets, referred to therein as being a part of the County Road System.  (Agreement between KYTC and Hopkins County, construct a drainage structure on Possum Pocket Road $64,600.00 CB01 Rural Secondary Fund) Motion to approve Resolution 2012-17 by Magistrate Welch and seconded by Magistrate Toney.  Motion carried.

C)  Request from American Red Cross – Request in the amount of $10,000.00.

D)  Larry Wilson requested that a committee be appointed by Judge Carroll to help Fund the Library.

Announcements:  Proclamation by Governor Beshears – National Community Action Month

Judge Carroll gave Appreciation to Jeff Browning for his 30 years of service to Hopkins County.
