Hopkins County Fiscal Court, Regular meeting, Government Center, May 1, 2012 at 10:00 a.m. Public Meeting Notice for the Purpose of obtaining citizens comments regarding the possible uses of the County Road Aid and Local Government Economic Assistance Funds

The Regular Meeting of the Hopkins County Fiscal Court was held at Hopkins County Government Center and was called to order by Hopkins County Judge Executive, Donald E. Carroll.  Invocation was given by County Attorney,    Roll call was taken and a quorum was established with all Magistrates being present.

APPROVAL OF MINUTES: April 17, 2012 minutes - Motion by Magistrate Welch and seconded by Magistrate Groves to approve the April 17, 2012 minutes. Motion carried.  

REPORT OF COUNTY ATTORNEY: County Attorney reported that his office sent out approximately 1300 letters for Delinquent Property Tax and nearly 50 came in to set up a payment plan and the program is going well.

County Attorney stated that he was upset that he had not been given a budget prior to the budget committee meeting that he had attended. 

REPORT OF COUNTY CLERK: Nothing to report.

REPORT OF SHERIFF: Nothing to report. 

REPORT OF JAILER: Nothing to report.

REPORT OF TREASURER: A) Transfers – Motion to approve Transfers by Magistrate Wilson and seconded by Magistrate Beshears. Motion carried.

B) Payment of Claims - General Fund in the amount of $25435.43; Road Fund $82935.91; Jail Fund $13377.78; LGEA $299159.71; Total $420908.83. Motion to approve Payment of Claims by Magistrate Wilson and seconded by Magistrate Toney.   Motion carried.

C) Quarterly Report – Motion to approve the Quarterly Report by Magistrate Beshears and seconded by Magistrate Welch. Motion carried.

D) First Reading of Ordinance 2012-05 – Amendment to the Annual Budget

Department Reports: Jeff Browning spoke to the Court about the Convenience Centers located at   Hanson, Highway

85 and Oak Hills will be open six days a week for the summer.

Surplus of road equipment – Motion to surplus the road equipment and the County will offer it to other municipalities in the county.   Motion by Magistrate Wilson and seconded by Magistrate Groves. Motion carried.

Road Forman stated the he five year solid waste plan is due in Frankfort on October 1, 2012.   The Fiscal courts and county attorney will need to work together to rewrite the ordinance.

Report of Magistrates/Committee: Magistrate Toney questioned the Judge Executive about the way the Old Courthouse was offered to the Library. Magistrate Toney stated he is the Chairman of the Recreation, Buildings & Ground Committee and Judge Carroll should have consulted with the committee before offering the Library to the Old Courthouse.

Old Business: Tourism Committee Appointments – Appoint Jackie Jones as Hotel Representative Motion to approve by Magistrate Beshears and seconded by Magistrate Groves. Motion to appoint Darla Adams as Restaurant Representative by Magistrate Beshears and seconded by Magistrate Welch. Motion carried.

Appoint Will Cox to South Hopkins Regional Wastewater Authority – Motion to approve this appointment Motion by Magistrate Beshears and seconded by Magistrate Maurice Wilson. Motion carried.

NEW BUSINESS: A) Resolution 2012-13 – Resolution of the Hopkins County Road Department Equipment – Motion to approve Resolution 2012-13 by Motion: L. Wilson and seconded by Magistrate Groves. Motion carried.

B) Resolution 2012-14 – Resolution of the Hopkins County Animal Control Facility – Motion to approve Resolution 2012-14 by Motion by Magistrate Toney and seconded by Magistrate Beshears. Motion carried.

C) Resolution 2012-15 – Resolution of the Hopkins County Sheriff Office Communications Project - Motion to approve Resolution 2012-15 by Magistrate Larry Wilson and seconded by Magistrate Maurice Wilson. Motion carried.

D)   Accept Bids:

  • Timber - Highest Bid for Timber was Lester Detweiler - $149,312.00 for both tracts. Motion to accept the timber bid by Magistrate M. Wilson and seconded by Magistrate Groves. Motion carried.
  • Bituminous Concrete & Stone - Lowest Bid was Madisonville Paving – Motion to accept bid by Madisonville Paving by Magistrate L. Wilson and seconded by Magistrate M. Wilson. Motion carried.
  • Calcium Chloride – only bid received by Woodruff Supply Company – Motion to accept Woodruff Supply bid by Magistrate Welch and seconded by Magistrate Toney. Motion carried.
  • Chip & Seal – Only bid from Crown Contracting & Paving – Motion to accept Crown Contracting bid by Magistrate Welch and seconded by Magistrate Groves. Motion carried.
  • Deicing Salt – lowest bid by Morton Salt Co at 74.75 Motion to approve Morton Salt bid by Magistrate Groves and seconded by Magistrate L. Wilson. Motion carried.
  • Drainage Pipe – Lowest Bid – Metal Culverts Inc., for Metal Culverts and Ohio Valley Drainage for Plastic Culverts – Motion to approve these bids by Magistrate Welch and seconded by Toney. Motion carried.
  • HFRS-2 – Only bid from Marathon Petroleum Company $2.0800 per gallon – Motion to accept Marathon Petroleum by Magistrate Welch and seconded by Magistrate Groves. Motion carried.
  • Petroleum – Only bid from Max Arnold & Sons – Motion to accept bid by Magistrate Beshears and seconded by Magistrate Welch. Motion carried.
  • Tires – Lowest Bid GCR Tire Center – Motion to accept bid by Magistrate Welch and seconded by Magistrate Groves. Motion carried.

E) Request from Big Brothers/Big Sisters   Sandra Aiken & Holly Lindsey requesting funding $5,000.00 for Big Brothers/Big Sisters.

F) Request from Genealogy Society Request Funding in the amount of $2500.00 - President, Jane Ann Jackson, VP & Librarian Teresa Ray, & Charter Member Betty Cox.

Announcements: Joint Proclamation – Fang Wong – National Commander of the 2.4 million member of the American Legion.

Grievances from citizens: Gary Hunt Vice President of the Trustees of the Library spoke with the Court about the funding for the Library for the 2012-2013 fiscal years.
