HOPKINS COUNTY FISCAL COURT, SPECIAL MEETING, GOVERNMENT CENTER, July 20, 2012 at 2:00 p.m.

The Special Meeting of the Hopkins County Fiscal Court was held at Hopkins County Government Center and was called to order by Hopkins County Judge Executive, Donald E. Carroll.   Invocation was given by Magistrate Christopher Toney.    Roll call was taken and a quorum was established with all Magistrates being present.   

NEW BUSINESS:   Approval of Hopkins County Board of Health Tax Rates.    Jack Morris from Health Department requested an adjustment of 2.60 cents per ten thousand to 3.90 cents per ten thousand for Health Department Tax Increase.  

James Lee Stevens spoke with the Court about the School Nurse Program.  Hopkins County School System currently has 6785 students enrolled and they had estimated $17.90 per student for the school nurse program.  Mr. Stevens will make a recommendation to the Hopkins County School Board that this be raised to $24.00 per student for a total of 162,840.00.   

Mr. Proffitt Superintendent of Dawson Springs School System – last year it was budgeted for $8200.00 to the Board of Health and the new budget will be set in September and estimate an approximate amount of $8700.00 to be budgeted in September.  

Motion by Magistrate Larry Wilson and seconded by Magistrate William Groves to permit Health Department to increase the board of health tax rate from 2.6 percent to 3.9 Percent.

Motion to amend the previous motion to a motion to permit the Health Department to increase the tax rate from 2.6 percent to 3.9 percent and simultaneously decreasing the County Tax Rate from 14.4 percent to 13.1 percent.  Motion by Magistrate Toney and seconded by Magistrate Roberts.
