HOPKINS COUNTY FISCAL COURT, REGULAR MEETING, GOVERNMENT CENTER, August 7, 2012 at 10:00 a.m.

The Regular Meeting of the Hopkins County Fiscal Court was held at Hopkins County Government Center and was called to order by Hopkins County Judge Executive, Donald E. Carroll.   Invocation was given by County Attorney, Todd P’Pool.    Roll call was taken and a quorum was established with all Magistrates being present.   

APPROVAL OF MINUTES:  July 17, 2012 minutes - Motion by Magistrate Welch and seconded by Magistrate Beshears to approve the July 17, 2012 minutes.  Motion carried.   

July 20, 2012 Minutes – Motion by Magistrate M. Wilson and seconded by Magistrate Beshears to approve the July 20, 2012 minutes.  Motion carried.

REPORT OF COUNTY ATTORNEY:  Nothing to report.

REPORT OF COUNTY CLERK:   Nothing to report.

REPORT OF SHERIFF:  A) Approval of the 2011 Coal Settlement.  Motion to approve by Magistrate Larry Wilson and seconded by Magistrate Groves.  Motion carried.

REPORT OF JAILER:  Nothing to report.

REPORT OF TREASURER:  A) Payment of Claims General Fund in the amount of $22424.16; Road Fund $222405.42; Jail Fund $72717.69; LGEA $567794.08; Total $885341.35.   Motion to approve Payment of Claims by Magistrate Toney and seconded by Magistrate Welch.   Motion carried.

B) Treasurer’s Report:  Motion to approve the Treasurer’s Report by Magistrate Welch and seconded by Magistrate L. Wilson.  Motion carried.

Department Reports:  Road Foreman, Jeff Browning gave a report on the Tire Amnesty Program.

EMA Director, Frank Wright stated that the Crown Victoria was going to be transferred to Sanitation Department

Report of Magistrates/Committee:  Building & Grounds Committee met on August 7, 2012 and approved change orders.  Change Order #2 for sprinklers for an additional costs of $11,880.00 and Change Order #3 for lights, additional welding outlet, added receptacles for an additional costs of $17,045.32.  Motion to approve Change Order Requests by Magistrate Toney and seconded by Magistrate Welch.    

Transportation Committee met and discussed oil and drilling companies using County Roads for transporting equipment and also discussed the logging ordinance.  Motion to approve Logging Ordinance 2012-08 by Magistrate Roberts and seconded by Magistrate Toney.

Old Business:  Executive Order – Change of Road Name – South Street to Wesco Drive.  Motion to approve the Executive Order by Magistrate Beshears and seconded by Magistrate Roberts.   Motion carried.

NEW BUSINESS:  A) Approve appointment of Dave Willis to Earlington Fire District Board of Directors for a three year term.   Motion to approve by Magistrate Beshears and seconded by Magistrate Welch.  Motion carried.

Announcements:  Certificate of Appreciation – George Brown – 10 years and Ronald Vanover – 10 years with Hopkins County Road Department.  

Grievances from citizens:  Scott Rogers spoke to Fiscal Court about the funding that has been given to the Library.  

Adjournment: Motion by Magistrate Roberts and seconded by Magistrate Toney to adjourn.  Motion carried.
