HOPKINS COUNTY FISCAL COURT

SPECIAL MEETING

GOVERNMENT CENTER

October 16, 2013 at 10:00 a.m.

The Special Called Meeting of the Hopkins County Fiscal Court was held at Hopkins County Government Center and was called to order by Hopkins County Judge Executive.   Invocation was given by Magistrate Larry Wilson.   Roll call was taken and a quorum was established with all Magistrates being present except for Magistrate Roberts.  

APPROVAL OF MINUTES: October 1, 2013 minutes - Motion by Magistrate Welch and seconded by Magistrate Beshears to approve the October 1, 2013 minutes. Motion carried.  

REPORT OF COUNTY ATTORNEY: Tax Sale with Clerk’s Office was held last week and it was a successful sale.

 

REPORT OF COUNTY CLERK:  Present magisterial/legislative district maps for approval to move forward with the maps.     Motion to approve by Magistrate Larry Wilson and seconded by Magistrate Groves. Motion carried.

REPORT OF SHERIFF:  Deputy Crick was present as Sheriff Latham was out of town.  

REPORT OF JAILER: Nothing to report.  

REPORT OF TREASURER:  A) Transfers – Motion to approve by Magistrate Welch and seconded by Magistrate Toney. Motion carried.

 

B) Payment of Claims: General Fund in the amount of $70041.93; Road Fund in the amount of $60439.64; Jail Fund in the amount of $74856.71; LGEA Fund in the amount of $51709.77, Total all Funds $257048.05. Motion to approve payment of claims by Magistrate Beshears and seconded by Magistrate Maurice Wilson. Motion carried.

 

C) Treasurer’s Report – Motion to approve by Magistrate Larry Wilson and seconded by Magistrate Groves. Motion carried.

 

D) Quarterly Report – Motion to approve by Magistrate Welch and seconded by Magistrate Toney. Motion carried.

 

Department Reports: Road Foreman Jeff Browning – Public Works Grand opening November 5 from 11:00 to 2:00.

 

Frank Wright – EMA Director had several missing persons in the last month. Several problems with County Sirens – something is wrong with the repeater or central dispatch. EMA will be doing some tests today. New communication vehicle is here if you would like to tour it.

Old Business: None

NEW BUSINESS A) Appoint Roger Cunningham to Earlington Fire Protection Board of Directors. Motion to approve by Magistrate Welch and seconded by Magistrate Groves. Motion carried.

 

B) Resolution 2013-11- Resolution requesting the Kentucky General Assembly re-consider legislative expenditures taken from coal severance tax revenues and seriously consider changing the formula to return more of the severance tax directly to the general funds of coal producing counties through the Local Government Economic Assistance Fund until the crisis subsides.   Motion to approve Resolution 2013-11 by Magistrate Larry Wilson and seconded by Magistrate Beshears. Motion carried.

Grievances from citizens: Shane Browning spoke to the court about the Fundraising of the Sports Complex.   Would like the process to be lifted from the table position and just do the fundraising process. Contract presented is a guarantee to raise our fee. Recreation Building & Grounds committee will meet on November 5th to discuss this.

 

Adjournment: Motion to adjourn by Magistrate Toney and seconded by Magistrate Beshears.    Motion carried.
