HOPKINS COUNTY FISCAL COURT, REGULAR MEETING, GOVERNMENT CENTER
August 20, 2013 at 10:00 a.m.

The Regular Meeting of the Hopkins County Fiscal Court was held at Hopkins County Government Center and was called to order by Hopkins County Judge Executive.   Invocation was given by Magistrate Larry Wilson.   Roll call was taken and a quorum was established with all Magistrates being present.  

APPROVAL OF MINUTES:  August 6, 2013 minutes - Motion by Magistrate Toney and seconded by Magistrate Beshears to approve the August 6, 2013 minutes.  Motion carried.   

REPORT OF COUNTY ATTORNEY:  County Attorney out of town for Prosecutor’s Conference.   County Attorney’s office presented the Court with a maintenance agreement on McElvain Road.  Motion to accept agreement by Magistrate Toney and seconded by Magistrate Beshears.  Motion carried.

REPORT OF COUNTY CLERK:   Nothing to report.

REPORT OF SHERIFF:  A) Approval to Surplus and advertise for sealed bids:

Motion to approve to surplus and sell the vehicles by Magistrate Wilson and seconded by Magistrate Groves.  Motion carried.

REPORT OF JAILER:  Surplus and advertise to sale for sealed bids Dodge Durango VIN #1B4HS28N56F620671.  Motion to approve to surplus and sell the Dodge Durango by Magistrate Beshears and seconded by Magistrate Roberts.  Motion carried.

REPORT OF TREASURER:  A) Transfers Motion to approve Transfers by Magistrate Larry Wilson and seconded by Magistrate Groves.  Motion carried.

A) Payment of Claims:  General Fund in the amount of $308905.98; Road Fund in the amount of $247950.44; Jail Fund in the amount of $76319.01; LGEA Fund in the amount of $120961.03, Total all Funds $754136.46.  Motion to approve payment of claims by Magistrate Larry Wilson and seconded by Magistrate Welch.  Motion carried.

  1. Benefits – Health Insurance Rates are going down – no change on life insurance – 2nd year of 2 year contract on our dental.   Motion to maintain benefits with all current providers with exception of Febco by Magistrate Welch and seconded by Magistrate Larry Wilson.  Motion carried.

D) Motion to approve the benefit of $300.00 for employees who met the criteria by Magistrate Welch and seconded by Magistrate Groves. Motion carried.

E) Edumedics -  A company that will map our medical records.   Motion to approve to enter into a contract with Edumedics for the next year in the amount of $1500.00 up front and $750.00 per quarter for the next year by Magistrate Roberts and seconded by Magistrate Larry Wilson. Motion carried.

  1. Magistrate Larry Wilson had requested the Treasurer to inquire about the costs of raising Life Insurance from $25,000.00 to $50,000.00 per employee.

Old Business: Magistrate Larry Wilson requested the consulting agreement to be discussed that was tabled at a previous meeting.  Magistrate Toney requested to table to later in the meeting and seconded by Magistrate Beshears.  Motion carried.

NEW BUSINESS:  A) Discussion of Setting the 2013 Property Taxes: Real Property Tax, Tangible Tax, Vehicle & Watercraft Taxes

  1. First Reading of Ordinance 2013-3 - AN ORDINANCE OF HOPKINS COUNTY, KENTUCKY, RELATING TO THE 2013 TAX RATES FOR REAL PROPERTY IN HOPKINS COUNTY, KENTUCKY at 14.4 cents per one hundred.    Motion to approve first reading of Ordinance 2013-3 by Magistrate Beshears
    & second by Magistrate Toney.

C) First Reading of Ordinance 2013-4 - AN ORDINANCE OF HOPKINS COUNTY, KENTUCKY, RELATING TO THE 2013 TAX RATES FOR TANGIBLE PERSONAL PROPERTY 22.76 cents per one hundred IN HOPKINS COUNTY, KENTUCKY Motion to approve first reading of Ordinance 2013-4 by Magistrate Larry Wilson and seconded by Magistrate Welch.  Amendment by Magistrate Roberts:  Values have increased; motion to keep the rate at 22.48 cents per one hundred.  This was seconded by Magistrate Toney.

D) First Reading of Ordinance 2013-5 - AN ORDINANCE OF HOPKINS COUNTY, KENTUCKY, RELATING TO THE 2013 TAX RATES FOR MOTOR VEHICLES AND WATERCRAFT 10.30 cents per one hundred IN HOPKINS COUNTY, KENTUCKY Motion to approve first reading of Ordinance 2013-5 by Magistrate Toney and seconded by Magistrate Beshears.

E) Discussion to dissolve the South Hopkins Environmental Authority.  City of Nortonville is going to maintain the sewer plant. Motion to approve to dissolve the South Hopkins Environmental Authority by Magistrate Larry Wilson and seconded by Magistrate Groves.  Magistrate Welch abstained from the vote.  Motion carried.

F) Resolution 2013-09 - A RESOLUTION OF HOPKINS COUNTY, KENTUCKY AUTHORIZING THE JUDGE EXECUTIVE TO ENTER INTO AGREEMENT FOR A TAX EXEMPT COMMERCIAL TERM LOAN  BETWEEN HOPKINS COUNTY AND FIRST UNITED BANK - Motion to approve Resolution 2013-9 by Magistrate Larry Wilson.  No Second – Motion failed.

Grievances from citizens:   Scott Rodgers requested information from Abandonment of Mines on the Tech center.
