HOPKINS COUNTY FISCAL COURT, SPECIAL MEETING, GOVERNMENT CENTER

June 25, 2013 at 10:00 a.m.

The Special Meeting of the Hopkins County Fiscal Court was held at Hopkins County Government Center and was called to order by Hopkins County Judge Executive.   Invocation was given by Magistrate Larry Wilson. Roll call was taken and a quorum was established with all Magistrates being present.

APPROVAL OF MINUTES: June 4, 2013 minutes - Motion by Magistrate Beshears and seconded by Magistrate Maurice Wilson to approve the June 4, 2013 minutes. Motion carried.  

REPORT OF COUNTY ATTORNEY: Nothing to report.

REPORT OF COUNTY CLERK: Nothing to report.  

REPORT OF SHERIFF: Nothing to report.  

REPORT OF JAILER: Nothing to report.

REPORT OF TREASURER:  A) Transfers: Motion to approve Transfers by Magistrate Larry Wilson and seconded by Magistrate Groves. Motion carried.

B) Payment of Claims General Fund in the amount of $129002.80; Road Fund in the amount of $192831.22; Jail Fund in the amount of $81707.12; LGEA Fund in the amount of $124748.00, Total all Funds $528289.14.  Motion to approve by Magistrate Welch and seconded by Magistrate Toney. Motion carried.

C) Approval of July Bills: Motion to approve payment of July Bills by Magistrate Toney and seconded by Magistrate Welch. Motion carried.

D) Periodic Payments: Motion to approve payment of Periodic Payments by Magistrate Welch and seconded by Magistrate Beshears. Motion carried.

E) Treasurer’s Report: Motion to approve Treasurer’s Report by Magistrate Beshears and seconded by Magistrate Welch. Motion carried.

Department Reports: None

Report of Magistrates/Committee: Magistrate Larry Wilson stated the Budget Committee met today at 9:00 a.m. and discussed the remaining $18,000.00 in development funds for this fiscal year. Motion to approve payment by Magistrate Larry Wilson - $5,000.00 to Big Brothers Big Sisters; $2500.00 to Chamber of Commerce for Clink and $10,000.00 to Glema Mahr, this was seconded by Magistrate Beshears. Motion carried.

Transportation Committee met to discuss private roads not in the 911 system. How do we put up a road sign for these private roads and where do the funds come from? County Attorney, Todd P’Pool stated the County can install a public sign for a private road as long as the sign is in the public right of way and the County can pay for the sign to be made. Magistrate Roberts made a motion to move forward with this, seconded by Magistrate Welch. Motion carried.

Old Business: None

NEW BUSINESS: A) Approval of Contracts for Facility Dude – Motion to approve contracts for Facility Dude by Magistrate Beshears and seconded by Magistrate Larry Wilson. Motion carried.

B) Accept Bid for Tile Removal at Old Courthouse – Motion to approve bid for tile removal in the amount of $19,000.00 to Industrial Maintenance & Construction Co., Inc., by Magistrate Larry Wilson and seconded by Magistrate Toney. Motion carried.

C) Appointment of Eric Woehler to Library for the terms July 1, 2013 and ending June 30, 2017. Motion to approve appointment of Eric Woehler to replace Chris Toney’s appointment to Library Board by Magistrate Beshears and seconded by Magistrate Groves. Motion carried.

D) Appointment of Chris Phelps to Tax Appeals – Motion to approve appointment of Chris Phelps by Magistrate Toney and seconded by Magistrate Roberts. Motion carried.
