HOPKINS COUNTY FISCAL COURT, REGULAR MEETING, GOVERNMENT CENTER

April 16, 2013 at 10:00 a.m.

The Regular Meeting of the Hopkins County Fiscal Court was held at Hopkins County Government Center and was called to order by Hopkins County Judge Executive, Donald E. Carroll.  Invocation was given by County Attorney Todd P’Pool.   Roll call was taken and a quorum was established with all Magistrates being present.

APPROVAL OF MINUTES: April 2, 2013 minutes - Motion by Magistrate Larry Wilson and seconded by Magistrate Groves to approve the April 2, 2013 minutes. Motion carried.  

REPORT OF COUNTY ATTORNEY: The County Attorney office is receiving complaints about the blasting in the south end of the county. He has contacted Donovan Industries about the timeline of the underground chamber will be finished.

REPORT OF COUNTY CLERK: Nothing to report.  

REPORT OF SHERIFF: Approximately 98.1% of taxes are collected. Approximately 350,000.00 have been turned over to the Clerk’s Office for collection.

                                                    

REPORT OF JAILER: Nothing to report.

REPORT OF TREASURER: A) Transfers: Motion to approve Transfers by Magistrate Larry Wilson and seconded by Magistrate Welch. Motion carried.

B) Payment of Claims General Fund in the amount of $71,012.90; Road Fund in the amount of $67,683.56; Jail Fund in the amount of $76,187.80; LGEA Fund in the amount of $141,776.65, Total all Funds $356,660.91. Motion to approve by Magistrate Beshears and seconded by Magistrate Maurice Wilson. Motion carried.

C) Treasurer’s Report – Motion to approve by Magistrate Beshears and seconded by Magistrate Welch. Motion carried.

D) Financial Statement: Motion to approve by Magistrate Welch and seconded by Magistrate Beshears. Motion carried.

E) Annual Standing Order 2013-2014: Motion to approve by Magistrate Larry Wilson and seconded by Magistrate Welch. Motion carried.

Department Reports: Community Director Mike Duncan reported that Public Advocacy has moved into the Old Courthouse.  

Construction Progress is continuing for the Public Works building and Animal Shelter.

Report of Magistrates/Committee: Building & Grounds Committee to discuss the second phase of the fundraiser from Strategic Development for the Sports Complex. County Attorney can look at the entity to see if it is requirement to Bid the services.

B) Appointments to Tourism Board. Motion to approve 2 vacancies – Priti Patel to replace Linda Long and Sara Spencer is reappointed as the Chamber representative. Motion to approve by Magistrate Beshears and seconded by Magistrate Groves. Motion carried.

C) Appointments to Library Board. Table to May 7th.

D) Request from Dawson Springs Senior Citizens. Big Screen TV in the amount of $600.00. Motion to approve by Magistrate Beshears and seconded by Magistrate Welch. Motion carried.

E) Request from Downtown Turnaround Partnership for $500.00 to help fund the 2013 annual cost of Downtown in Bloom Project. Motion to approve by Magistrate L. Wilson and seconded by Magistrate Groves. Motion carried.

E) John Peters – Glema Mahr Center request $10,000.00 for the Glema Mahr Center for the Arts. Magistrate Larry Wilson further action will come into new budget year out of community development funds.

F) Shane Browning – Campaign Proposal for Strategic Development Consultants - Table this until County Attorney can review the proposal.

G) 2013-2014 Hopkins County Rural Secondary Program – District Recommendations – Retain $244,000.00 in Flex Funds Motion to approve Rural Secondary Program by Magistrate Larry Wilson and seconded by Magistrate Welch. Motion carried.
