HOPKINS COUNTY FISCAL COURT, REGULAR MEETING, GOVERNMENT CENTER

April 2, 2013 at 10:00 a.m.

The Regular Meeting of the Hopkins County Fiscal Court was held at Hopkins County Government Center and was called to order by Hopkins County Judge Executive, Donald E. Carroll.  Invocation was given by Magistrate Larry Wilson.   Roll call was taken and a quorum was established with all Magistrates being present except for Magistrate Groves and Magistrate Toney.

APPROVAL OF MINUTES: March 19, 2013 minutes - Motion by Magistrate Beshears and seconded by Magistrate Maurice Wilson to approve the March 19, 2013 minutes. Motion carried.  

REPORT OF COUNTY ATTORNEY: County Attorney was out of town and unable to attend.

REPORT OF COUNTY CLERK: Nothing to report.  

REPORT OF SHERIFF: Nothing to report. 

REPORT OF JAILER: Jailer Blue was out of town and unable to attend.

REPORT OF TREASURER: Payment of Claims - General Fund in the amount of $28286.49; Road Fund $83303.99 Jail Fund $12577.55; LGEA $203701.76          

Total $327869.79. Motion to approve Payment of Claims by Magistrate Welch and seconded by Magistrate Beshears. Motion carried.

Department Reports: Approval of Surplus of the following: R018 1987 Ford Tractor, Serial #C743586, Model #5610 by Magistrate Roberts and seconded by Magistrate Larry Wilson.   Motion carried.

Report of Magistrates/Committee: Solid Waste Committee met to discuss the disposal of recycling items.   Scott Recycling, LLC, agrees to provide recycling services to Hopkins County Public Works and will pay $0.045 per lbs for towers, copiers, scanners, fax machines, networks systems, phones, microwaves, monitors, etc. Motion to by Magistrate Welch and seconded by Magistrate Beshears to enter into an agreement with Scott Recycling. Motion carried.

Old Business: None

NEW BUSINESS: A) Resolution 2013-01 - Resolution adopting and approving the execution of a County Road Aid Coop Program Contract between the Fiscal Court and the Commonwealth of Kentucky, Transportation Cabinet for the fiscal year beginning July 1, 2013. Motion to approve Resolution 2013-01 by Magistrate Larry Wilson and seconded by Magistrate Roberts.   Motion carried.

B) Pauper Burial for James Arthur Holt – Bandy Funeral Home. Motion by Magistrate Welch and seconded by Magistrate Maurice Wilson to approve the pauper burial and payment to Bandy Funeral Home. Motion carried.

C) Request from Mary King for Community Clinic in the amount of $25,000.00.

Announcements: Mike Duncan stated that Public Advocacy will be moving into 3rd floor of Old Courthouse within the week.  

The Corp of Engineers called the Judge’s office and stated the paperwork on Sports Complex will be available next weekend.

The Opt out forms for Fire Dues will be available on April 1, 2013 – June 1, 2013.

Grievances from citizens:   None

Adjournment: Motion to adjourn by Magistrate Roberts and seconded by Magistrate Welch.   Motion carried.
