HOPKINS COUNTY FISCAL COURT, REGULAR MEETING, GOVERNMENT CENTER

March 19, 2013 at 10:00 a.m.

The Regular Meeting of the Hopkins County Fiscal Court was held at Hopkins County Government Center and was called to order by Hopkins County Judge Executive, Donald E. Carroll.  Invocation was given by County Attorney Todd P’Pool.   Roll call was taken and a quorum was established with all Magistrates being present.

APPROVAL OF MINUTES: A) March 5, 2013 minutes - Motion by Magistrate Beshears and seconded by Magistrate Toney to approve the March 5, 2013 minutes. Motion carried.  

REPORT OF COUNTY ATTORNEY: Nothing to report.

REPORT OF COUNTY CLERK: Nothing to report.  

REPORT OF SHERIFF: Nothing to report. 

REPORT OF JAILER:   Nothing to report.

REPORT OF TREASURER: A) Transfers: Motion to approve transfers by Magistrate Larry Wilson and seconded by Magistrate Groves. Motion carried.

B) Payment of Claims - General Fund in the amount of $40291.51; Road Fund $37248.26; Jail Fund $53779.66; LGEA $16588.76; Total $147908.19.

Motion to approve Payment of Claims by Magistrate Toney and seconded by Magistrate Groves. Motion carried.

C) Quarterly Report – Motion to approve by Magistrate Beshears and seconded by Magistrate Welch. Motion carried.

D) Treasurer’s Report – Motion to approve by Magistrate Beshears and seconded by Magistrate Welch. Motion carried.

Department Reports: Road Department - approval of Surplus of the R-15 – 1997 New Holland Tractor by Magistrate Roberts and seconded by Magistrate Groves. Motion carried.

Report of Magistrates/Committee: Transportation Committee met to discuss H.B. Kelley Road. Magistrate Roberts thanked EMA, Planning Commission and 911 Board for attending the meeting to discuss this private road.   The 911 Board will help put a road sign up to register this road in the 911 system and to help mail delivery.  

Magistrate Toney stated the Recreation, Buildings & Grounds Committee met to discuss the 2nd floor of the Old Courthouse. The State of Kentucky Juvenile Justice and Transportation Cabinet requested to lease the 2nd floor of the old courthouse.   Motion by Magistrate Beshears and seconded by Magistrate Welch to approve signing the lease once it has been approved by the Finance Cabinet.   Estimated renovation costs will be approximately $88,756.00 for bids received on the Roof at the Old Courthouse.   Motion was made by Magistrate Toney and seconded by Magistrate Roberts to advertise bids for the renovation. Motion carried.

Chris Toney stated that he would like to applaud Mike Duncan, Dana Classen, Greg Camplin and Troy Blue for the hard work on the old courthouse project.

Old Business: None

NEW BUSINESS: A) Request from Pennyrile Narcotics Task Force – Motion to approve by Magistrate Welch and seconded by Magistrate Maurice Wilson. Motion carried.   Magistrate Welch asked Sheriff Latham if it is wise in investing this money? Sheriff Latham stated it is worth the investment.

Adjournment: Motion to adjourn by Magistrate Roberts and seconded by Magistrate Toney.   Motion carried.
