HOPKINS COUNTY FISCAL COURT, REGULAR MEETING, GOVERNMENT CENTER
December 4, 2012 at 10:00 a.m.

The Regular Meeting of the Hopkins County Fiscal Court was held at Hopkins County Government Center and was called to order by Hopkins County Judge Executive, Donald E. Carroll.   Invocation was given by County Attorney Todd P’Pool.   Roll call was taken and a quorum was established with all Magistrates being present.

APPROVAL OF MINUTES:  November 13, 2012 minutes - Motion by Magistrate Beshears and seconded by Magistrate Welch to approve the November 13, 2012 minutes.  Motion carried.   

REPORT OF COUNTY ATTORNEY:  Five Star Service Award to Angie Hamby.  

REPORT OF COUNTY CLERK:   Nothing to report.

REPORT OF SHERIFF: Deputy Alexander stated the Sheriff’s Office received a quote to sale the 08 Dodge Cruisers for $5000.00 each.  Per the County Attorney these vehicles should be listed for sell by accepting bids. Motion by Magistrate Toney to surplus the vehicles and to list vehicles for sell by bids.  This was seconded by Magistrate Welch. Motion carried.

REPORT OF JAILER:  Nothing to report.  

REPORT OF TREASURER: Payment of Claims - General Fund in the amount of $20718.05; Road Fund $113,059.22; Jail Fund $40,114.51; LGEA $26,113.86; Total $200,005.64.   Motion to approve Payment of Claims by Magistrate Welch and seconded by Magistrate Groves.   Motion carried.

Department Reports:  Jeff Browning, Public Works Director – surplus 1992 Mack Roll Back Truck and to have sold.  Motion to approve by Magistrate Larry Wilson and seconded by Magistrate Groves.  Motion carried.

Report of Magistrates/Committee:  Recreation Building and Ground Committee met to accept the bids for electrical for old courthouse renovation.  Motion to approve the bid of SEC Electrical in the amount of $36,800.00by Magistrate Toney and seconded by Magistrate Larry Wilson.  Motion carried.

Magistrate Roberts stated the Transportation Committee met to discuss the road ordinance.  No action was taken at this time.  

Old Business:  None

NEW BUSINESS:  Executive Order – Emergency Operations Plan – Motion to approve by Magistrate Beshears and seconded by Magistrate Roberts.  Motion carried.

County Attorney stated he would like to have a copy of the plan. Frank Wright, EMA Director stated he would send the plan out to all elected officials.   

B)  Request from Charleston Volunteer Fire Department – Using a surplus ambulance – this is our unit and we can let Charleston use it.   Motion by Magistrate Beshears and seconded by Magistrate Welch.   Motion carried.

C)  Request from Monda & Marlin Duncan – Release .1 mile of Richland Cemetery Road from County Road Maintenance.  According to Jeff Browning we are not carrying this under the road maintenance at the time.   Motion by Magistrate Maurice Wilson and second by Magistrate Toney to approve this .1 mile of Richland Cemetery Road be removed from County Road Maintenance.  Motion carried.

Magistrate Beshears asked if the Court should take the proper action to close the road.  

County Attorney state it is not in road inventory.  The court can vote it as a resolution.   

Magistrate Welch stated if in Courthouse minutes we need to take proper steps to close the road.  


D) Resolution 2012-24 – Joint Resolution Hopkins and Muhlenberg County to make application for Local Government Economic Development Fund for $25,000.00 for Dawson Springs Industrial Park Flood Mitigation Study Project.  Motion to approve Resolution 2012-24 by Magistrate Beshears and seconded by Magistrate Welch.  Motion carried.

Adjournment: Motion to adjourn by Magistrate Roberts and seconded by Magistrate Welch to adjourn.  Motion carried.
