HOPKINS COUNTY FISCAL COURT, REGULAR MEETING, GOVERNMENT CENTER
October 2, 2012 at 10:00 a.m.

The Regular Meeting of the Hopkins County Fiscal Court was held at Hopkins County Government Center and was called to order by Hopkins County Judge Executive, Donald E. Carroll.   Invocation was given by County Attorney, Todd P’Pool.    Roll call was taken and a quorum was established with all Magistrates being present.

APPROVAL OF MINUTES:  September 18, 2012 minutes - Motion by Magistrate Welch and seconded by Magistrate Beshears to approve the September 18, 2012 minutes.  Motion carried.   

REPORT OF COUNTY ATTORNEY:  County Attorney, Todd P’Pool stated that October 10th is the deadline for paying delinquent property taxes.

REPORT OF COUNTY CLERK:   County Clerk, Devra Steckler stated that October 9th is the last day to register vote.   

REPORT OF SHERIFF: Sheriff, Frank Latham stated that the new tax collection season started October 1, 2012.    

REPORT OF JAILER:  Nothing to report.  

REPORT OF TREASURER: A) Payment of Claims:  General Fund in the amount of $141341.37; Road Fund $66554.84; Jail Fund $19215.45; LGEA $69513.60; Total $296625.26 - Motion to approve Payment of Claims by Magistrate Larry Wilson and seconded by Magistrate Toney.   Motion carried.

Department Reports:  Nothing to report.

Report of Magistrates/Committee:  Building & Grounds Committee met to approve 3 change orders for the Public Works Facility.    The Currently under budget for Public Works Building.  

Change Order to Alladin in the amount of $14,713.83 – Led Fixtures Motion to approve by Magistrate Toney and seconded by Magistrate Larry Wilson.  Motion carried.

Change Order to Alladin in the amount of $9,317.75 – Entire Installation Process for Generator – Motion to approve by Magistrate Toney and seconded by Magistrate Welch.  Motion carried.

Change Order to Alladin in the amount of $719.04 – Exhaust Fan – Motion to approve by Magistrate Toney and seconded by Magistrate Larry Wilson.  Motion carried.

Old Business:  None

NEW BUSINESS:  A) Reappointment of Ken Gibson to Paradise Regional Business Park.   Motion to approve reappointment by Magistrate Beshears and seconded by Magistrate Toney. Motion carried.

B) Resignation of 3rd District Constable, George Pointer. Motion to approve by Magistrate Beshears and seconded by Magistrate Groves.  Motion carried.

Announcements:  None

Grievances from citizens:   David Posvic, Jr. and Nathan Richey petitioned the Court for Lake Road to be considered as a County Road.  The court accepted the Petition and a motion by Magistrate Welch and seconded by Magistrate Larry Wilson to have viewers appointed.   Motion carried.

Mike Vickers would like to introduce himself and his firm Bernardin Lochmueller & Associates to the Fiscal Court.  They are a full service engineering firm located on East Center Street in Madisonville, Kentucky.

Motion to go in Closed Session pursuant to KRS 61.810 (1) (g) discussions between a public agency and a representative of a business entity in discussions concerning a specific proposal, if open discussions would jeopardize the sighting, retention, expansion, or upgrading of the business by Magistrate Beshears  and seconded by Magistrate Roberts. Motion carried.                 

Motion to come out of Closed Session by Magistrate Beshears and seconded by Magistrate Welch.  
                    
Adjournment: Motion to adjourn by Magistrate Roberts and seconded by Magistrate Welch to adjourn.  Motion carried.
