HOPKINS COUNTY FISCAL COURT REGULAR MEETING GOVERNMENT CENTER June 26, 2012 at 10:00 a.m

The Regular Meeting of the Hopkins County Fiscal Court was held at Hopkins County Government Center and was called to order by Hopkins County Judge Executive, Donald E. Carroll. Invocation was given by County Attorney, Todd P'Pool. Roll call was taken and a quorum was established with all Magistrates being present.

APPROVAL OF MINUTES:  June 5, 2012 minutes- Motion by Magistrate Toney and seconded  by  Magistrate  Beshears to approve  the June 5, 2012 minutes. Motion carried.

REPORT OF COUNTY ATTORNEY:  County Attorney, Todd P'Pool reported to the Court that a public notice for the 5 year Solid Waste Plan will be published and the ordinance will be drafted for the next fiscal court meeting.

REPORT OF COUNTY CLERK:   Nothing to report.

REPORT OF SHERIFF:   A) Approval of the 2011 - Franchise/Tax Settlement. Motion  to  approve  by  Magistrate  Larry  Wilson  and  seconded  by  Magistrate Toney.  Motion carried.

B)  Approval of the 2011 - Real property, oil and gas tax Settlement.   Motion to approve by Magistrate Larry Wilson and seconded by Magistrate Toney.  Motion carried.

REPORT OF JAILER:  Jailer Blue was out of town for Jailer's Conference.

REPORT  OF TREASURER:    A) Transfers - Motion  to approve  Transfers  by
Magistrate Larry Wilson and seconded by Magistrate Welch.  Motion carried.

B) Payment of Claims General Fund in the amount of $130,637.07; Road Fund
$581010.95;  Jail  Fund  $240907.63;  LGEA  $158636.88;  Total  $1,111,192.53. Motion to approve Payment of Claims by Magistrate Welch and seconded by Magistrate Groves.   Motion carried.

C) Fiscal Year 2012-2013 Claims:  Motion to approve the  Fiscal Year Claims by
Magistrate Welch and seconded by Magistrate Groves.  Motion carried.

D) Periodic Payments:   Motion to approve the Periodic Payments by Magistrate
Toney and seconded by Beshears.  Motion carried.

E)   Annual Order Setting Maximum Amount for  Sheriff  Deputies: Motion to approve by Magistrate Larry Wilson and seconded by Magistrate Groves. Motion carried.

F)  Annual Order Setting Maximum Amount for Clerk's Deputies.   Motion to approve by Magistrate Beshears and seconded by Magistrate Welch.   Motion carried.

Department Reports: Jeff Browning gave a progress report on the New Public
Works Building.

Frank Wright of EMA announced that shelters were standing by in case they are needed during these hot weather conditions.

Old Business:  None

NEW  BUSINESS:    Resolution 2012-18  Resolution of Hopkins County Fiscal Court authorizing projects as established in house bill 265. Motion to approve Resolution 2012-18 by Magistrate Beshears and seconded by Magistrate Toney. Motion carried.

B)   Resolution 2012-19  Resolution of Hopkins County Fiscal Court authorizing the Judge Executive to enter into an agreement with DLG for projects. Motion to approve Resolution 2012-19  by Magistrate Beshears and seconded by Magistrate Maurice Wilson.  Motion carried.

C)  Reappointment of Greg Crowley and Danny Ashby to North Hopkins Water District.    Motion to approve by Magistrate Groves and seconded by Magistrate Larry Wilson.  Motion carried.

D)  Pauper Burial - Ranae Sue Monroe - Motion to approve the pauper burial by
Magistrate Welch and seconded by Magistrate Toney. Motion carried. Announcements:  Certificate of Appreciation- Jimmy Cobb- 10 years. Grievances from citizens:  None
Adjournment: Motion by Magistrate Roberts and seconded by Magistrate Welch to adjourn. Motion carried.
